Boulder should vigorously pursue a community-wide Ecopass, and work is in progress in the form of a cost estimate. If implemented at the County level, the City should help manage the overall program implementation in the City. A County-wide Ecopass would be even more impactful than a City-wide pass, since it would cover 70% of the in-commuters who work in Boulder in addition to Boulder residents. The proper funding method for this program would be a new tax, approved by the voters, to cover the program. The Transportation Advisory Board (TAB) and Staff should develop the tax proposal. A concern here is the level of service that RTD would provide over time in the City and County would be adequate, and TAB and Staff should include consider any additional transit service buyout funding for the tax proposal.
